Jess Q. Harnell (born December 23, 1963, age 56) is an American voice actor and singer. He is the voice of Chilly on Doc McStuffins and the spin-off series The Doc Files.
He also voices Buddy, Wicked King, The Singing Turtle on the Plaque, The Halloween Bat decoration, Morten, Rodriguez the Foosball Player, Bozini the Foosball Goaltender, Fabio and The Dude.
Early Life[]
Jess Harnell was born at Englewood Hospital and Medical Center, in Englewood, New Jersey, and grew up in nearby Teaneck, the son of Joe Harnell (a jazz composer) and his wife Alice.

- Harnell uses his impressionist skills as lead singer of the critically acclaimed worlds first pop/metal mash up band, "Rock Sugar". The band has had worldwide success playing for audiences as large as 100,000 at a time and opening for such legendary bands as AC/DC and Aerosmith.
- Jess Harnell is also known for playing Wakko Warner from Animaniacs, Taxi Crab from Jungle Junction, Cedric the Sorcerer on Sofia the First, as well as many others.
